OM1000-UC for Cambodia Government UC System

New Rock build a highly reliable unified communication system for the Ministry of Defense of Cambodia, a government department in a Southeast Asian country. This system is designed to support multiple branches and hierarchical levels.


Project Background

Under the framework of the Belt and Road Initiative, China and Cambodia have strengthened bilateral cooperation, particularly in areas such as infrastructure development, trade and investment, tourism, and agriculture. 

This government telephony project involves the renovation and upgrade of the outdated communication system for a local government department.

It aims to provide a future-oriented integrated communication solution, enabling the department to enhance work efficiency and information security, and promote the government's digital transformation and smart city development.

Customer Introduction

The Ministry of Defense of Cambodia (a government department in a Southeast Asian country), consists of 8 different departments and branches, including department leadership, military hierarchy, staff departments, admin support, R&D, HR office, regional command office, and other functional departments. These departments are in different office buildings.

The current communication system consists of 720 analog phones and hundreds of Huawei IP phones. It is connected to the local telecommunications operator's E1 digital trunk communication network through traditional digital PABX.

In recent times, as part of the government department's information technology upgrade and renovation process, they are looking to transform the existing communication system into an IP-based system while retaining the analog extensions and digital trunk lines to maximize the utilization of the old equipment. The system handles a significant volume of daily calls, and the customer wishes to minimize any disruption to user habits during the upgrade process.


Customer Requirements

The renovation of the government department's unified communication system has the following requirements,

1. Security

Ensure the confidentiality, integrity, and availability of communication content and data. The system should incorporate encryption technology, identity authentication, and access control mechanisms to prevent unauthorized access and information leakage.

2. Interoperability

The government unified communication system needs to support interconnection between different communication networks and devices. The system should be capable of supporting various communication protocols and standards to achieve seamless integration and data exchange between different systems.

3. Reliability

Ensure the continuity and availability of communication services. The system should have emergency failover and backup mechanisms to quickly respond to system failures or disaster and ensure smooth communication.

4. Unified Communication

The government UC system needs to support multiple communication features, including voice calls, video conferencing, instant messaging, and file transfer. The new system should provide high-quality audio and video transmission and real-time collaboration functions to meet the diverse communication needs of government agencies.

5. Scalability

Adapt to the growing communication demands. The system should be able to support the addition of new users and devices in the future and allow for flexible expansion and upgrades to meet future development needs.

6. Centralized Management and Monitoring

The new system has comprehensive management and monitoring capabilities to achieve real-time monitoring and management of system operation status, performance, and security. The system should provide a visual management interface and reporting functions to facilitate system configuration, troubleshooting, and performance optimization by administrators.

7. Branch Autonomy

While maintaining centralized management, allow branch administrators to manage their own user accounts, permissions, and communication policies. This enhances the autonomy and flexibility of branch offices to meet their specific needs.


New Rock Solution

1. Deploy the OM1000-UC IP PBX, the unified communication system, which supports up to 1000 SIP trunk registrations. It provides high-definition video conferencing and team collaboration features. The platform is equipped with dual power redundancy to ensure the reliability and stability of the communication system. It supports standard SIP protocol, allowing existing Huawei IP phones to migrate and register to the new PBX platform.

2. Deploy a New Rock OM1000-TE-2E1 digital trunk gateway to connect to the local telecom operator's digital trunk lines, while retaining the customer's existing external line numbers. The gateway will register to the OM1000-UC IP PBX via SIP trunk.

3. Deploy MX120G-96FXS analog VoIP gateways in each of the 7 branch departments. These gateways are equipped with dual power redundancy and can support up to 48 concurrent calls. The 96 analog phones in each branch can register to the analog voice gateways via FXS ports and then to the OM1000-UC IP PBX, completing the IP transformation of the voice system.

4. Deploy MX60E-SC analog VoIP gateway in a small branch, which supports registration of up to 48 analog extensions within the branch.
